Two things worth confirming before you go further. First, verify the model year. The Hurricane name belongs to the earlier NC23-era CBR400R. By 1992 that designation had changed. Worth a quick VIN check to make sure the paperwork and the bike are telling the same story. Second, look closely at the seller’s tank photo. There’s white residue visible inside. Could be old fuel deposits, water contamination, or a liner treatment. Ask before you commit.
Low kilometers, known location, Florida title. The bones are right. Just do your homework on those two items first.

White stuff looks like just reflective shine from overhead light on wetness to me?
I just spent a week with one of these, an ’86 model in white and red, which a friend wanted me to detail prior to sale. I did get a fair bit of seat time on it, and these are small, cramped little things which you have to constantly wring the neck out of to get any power. Somewhat entertaining, but ultimately I missed the torque and shove of my GPZ.
